Paula Drees comments, "I currently work with non-support offenders.  I work in the capacity of a probation officer.  I am making suggestions based on my experience and not as a representative of any organization.  Experience has taught me that many offenders want to pay their child support but are overwhelmed with the high obligations.  CSEA's in general are not "friendly" to the noncustodial parent.  It would be very advantageous to offer services to the noncustodial parent such as help with the review and adjustment process.  Also, many times the arrears accumulate while they are in jail.  CSEA needs to do some outreach in the local jails and prisons so that the noncustodial parent can request a review while they are locked up.  Also, if the noncustodial parent had a specific case worker to work with that wasn't threatening there would be an increased level of communication."

Shane Winnyk writes, "It is unquestionable that responsible fathers are necessary components in the rebuilding of Ohio.  It likewise cannot by questioned that the actions and inaction of irresponsible fathers has in part led to the need to rebuild Ohio.  

There is a hole in the Ohio Commission on Fatherhood's report where the word "accountability" should be.  The report, at times, does mention the necessity of fathers taking responsibility for their actions, but it does so as an afterthought, rather than as a fundamental moral principle of the program.  The word accountability ought to be the first word on the first line of every fatherhood initiative.  Accountability is a two-way street.  And as such, the writers of the report, and the fathers who will be assisted by the initiative, must look more than one way before crossing."   click here for more comments from this writer

Barbara Pensgen writes, "It has taken years for agencies to recognize that non-custodial parents, who are not paying their child support, may have barriers and life situations that compel them to shun this responsibility.  Recognizing that the most important issue is providing for the healthful development of children, Fairfield County Child Support Enforcement Agency launched the Job Opportunity (Job-Opp) program in June of 2006.  Working with TANF eligible parents who have child support cases in Fairfield County, Job-Opp Coordinators provide intensive case management to both non-custodial and custodial parents.

....Intensive Case Management, cooperation with the courts, and a strong referral process within the CSEA are keys to the success of the program.  Job-Opp provides assessment, job readiness, and job search services, as well as, intensive case management for parents of Fairfield County with child support cases. Understanding and exploring the reasons parents are not paying child support and responding on an individual basis will enhance the child support system and provide for Ohio's children."   click here to read more

Christine Ashe shares this about the impact of the work of an OPNFF fatherhood practitioner and  Board member on her family, "I saw an article in the Cincinnati Enquirer about Mr. Calvin Williams' program.  I called to see if we might find any help in sorting out the problems my soon-to-be son-in-law was having dealing with the Courts and Child Support.  Within minutes of speaking to Calvin, I realized I was talking to a person who was genuinely committed to helping fathers negotiate the maze of child support related problems.  Over the next 24 hours he made repeated follow-up calls to address our concerns and most importantly gave us hope that there really is somewhere to go for concrete help.  After years of conflicting, inaccurate and frustrating encounters with Child Support Agencies it was a huge relief to feel there was light at the end of the tunnel!  What a blessing he is to young fathers who so desperately need this help and to the families that care about them.  Thank you for your dedication and service to this community."

I am in agreement with renaming the agency the Child Support Services Agency.  I am also in agreement with the support obligations concerning incarcerated parents.   I think your report is very realistic and obtainable.  Thank you."

Diane Elting writes, I did not see any mention of paternity establishment in the report and I feel that the existing means of establishing paternity has a big impact on the lives of fathers (both custodial and non custodial). I feel that paternity establishment should only be by way of genetic testing.  Especially now that the laws have become stricter and does not allow fathers the opportunity to retract an acknowledgement of paternity, even after it has been discovered (and proven by genetic testing) that someone else is the father.  This is aan issue that definitely needs to be looked at and revised.
